Rebuilding a School Community in Just 9 Weeks
When Luton Borough Council made the decision to close Denbigh Primary School following health and safety concerns, the challenge was immediate and significant: safely rehome over 630 pupils and 40+ staff, while minimising disruption to learning.

From Urgency to Understanding
Portable Offices were engaged in December 2025, at a point where time was already under pressure. The priority was not just speed, but understanding… taking the time to fully qualify the requirement and translate it into a workable, deliverable solution.
From the outset, the approach was open and transparent. Honest conversations around programme, logistics, and feasibility helped shape realistic expectations, allowing the Council to make informed decisions with confidence.
Within just three weeks of the initial enquiry, a fully considered solution had been agreed and works were underway… a reflection of clear communication and a shared focus on outcomes.

Creating an Education Village
The requirement extended far beyond additional classrooms. The brief was to recreate a fully functioning primary school environment… one that felt safe, familiar, and ready for learning from the moment pupils returned.
In response, Portable Offices delivered a complete “education village”, comprising 131 modular buildings and cabins, including:
- Classrooms, libraries, and specialist learning spaces
- Administrative offices and staff areas
- Dining facilities and kitchen provision
- First aid and welfare spaces
- Toilet blocks and supporting infrastructure
The site itself was transformed into more than just a place to learn. Playground layouts and outdoor activity areas were introduced, alongside an environmental space incorporating a pond… helping to create a setting that supported both education and wellbeing.
A carefully considered mix of new and refurbished buildings ensured the right balance between speed, quality, and availability, while also supporting the Council’s longer-term estate strategy.
Delivering at Pace, Together
The scale and pace of the project demanded exceptional coordination. Groundworks alone required the transformation of an overgrown field, with over 100 lorry movements per day preparing the site for installation.
Buildings were sourced from across five depots, with deliveries sequenced and managed through a dedicated logistics operation to ensure efficiency and safety. Close collaboration with the Council’s appointed contractors (including groundworks, electrical, and security teams) ensured alignment at every stage.
Nine weeks from first delivery, the school was complete and ready to welcome pupils back following the Christmas break.
A Seamless Transition for Staff and Pupils
The success of the project is best reflected in the response from the school community. Staff and pupils settled quickly into the new environment, with feedback highlighting how natural the space felt… “as though they had always been there.”
Importantly, the rapid delivery meant time away from education was kept to a minimum, allowing pupils to return to a structured, supportive environment when it mattered most.
Built for Today, and Ready for Tomorrow
While delivered in response to an urgent need, the project was designed with the future in mind. The use of modular buildings supports a circular approach, with elements of the scheme intended for reuse across future school and council projects.
This aligns with Luton Borough Council’s long-term estate planning strategy, demonstrating how temporary solutions can deliver lasting value.
